The Rules for Home Sellers Since the Hips launch date of August 2007 there have been a number of amendments to the rules applying to Home Information Packs and Energy Performance Certificates. Currently the HIP is suspended but the EPC is still legally required before a property is offered for sale. The EPC must be available for prospective purchasers of the property to see and should be offered with other marketing documentation.
